Abstrak: Penelitian ini bertujuan untuk mengetahui  implementasi kebijakan Implementasi Kebijakan, pencegahan pemberantasan penyalahgunaan dan peredaran gelap narkoba (P4GN di Kecamatan Poso Kota Utara Kabupaten Poso dan faktor-faktor yang mempengaruhnya. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan tipe deskriptif dengan dasar penelitian adalah Deskriptif. Data yang diperoleh di lapangan berdasarkan observasi dan wawancara dianalisis dengan cara dianalisa secara reduktif, disajikan dan kemudian ditarik kesimpulan. Hasil penelitian menunjukan untuk indikator pencegahan khususnya di Kecamatan Poso Kota Utara Kabupaten Poso belum maksimal Untuk indikator pemberdayaan masyarakat tidak terlaksana sesuai Instruksi Presiden Republik Indonesia Nomor 02 tahun 2020 Tentang Rencana Aksi Nasional P4GN Tahun 2020-2024. Untuk indikator rehabilitasi tidak berjalan maksimal sesuai instruksi tersebut. Untuk indikator pemberantasan dalam implementasi kebijakan pencegahan pemberantasan penyalahgunaan dan peredaran gelap narkoba (P4GN) di Kecamatan Poso Kota Utara Kabupaten Poso, yang sesuai Instruksi Presiden Republik Indonesia Nomor 02 tahun 2020 Tentang Rencana Aksi Nasional P4GN Tahun 2020-2024, penulis menarik kesimpulan sudah sesuai instruksi SOP yang ada di BNN Kabupaten Poso. Masalah kurangmya anggaran dan kurangnya SDM dalam hal ini Konselor yang menangani pasien Rehabilitasi  merupaka faktor  yang mempengaruhi kebijakan Implementasi Kebijakan, pencegahan pemberantasan penyalahgunaan dan peredaran gelap narkoba (P4GN di Kecamatan Poso Kota Utara Kabupaten Poso Abstract:  The objectives of the research are to find out the implementation of the Policy Implementation, prevention and eradication of drug abuse and illicit trafficking (P4GN in Poso Kota Utara District, Poso Regency and the factors that influence it. The research method used is a qualitative approach with a descriptive type with the basis of research being Descriptive. Data obtained in the field based on observations and interviews were analyzed reductively, presented and then conclusions were drawn.The results of the research obtained that for prevention indicators, especially in Poso Kota Utara District, Poso Regency was not optimal. The evidence is drug cases have not decreased and instead, they have increased every year. The community empowerment indicators have not been implemented in accordance with Presidential Instruction of the Republic of Indonesia Number 02 of 2020 concerning the National Action Plan for P4GN for 2020-2024. The rehabilitation indicators have not run optimally according to these instructions.The eradication indicators in the implementation of the policy of preventing the eradication of drug abuse and illicit trafficking (P4GN) in Poso Kota Utara District, Poso Regency, which is in accordance with Presidential Instruction of the Republic of Indonesia Number 02 of 2020 concerning the National Action Plan for P4GN for 2020-2024, it can be concluded that it is in accordance with the SOP instructions at the BNN for Poso Regency. The problem of lack of budget and lack of human resources in this case Counselors who handle Rehabilitation patients are factors that influence the Implementation of the Policy, prevention of the eradication of drug abuse and illicit trafficking (P4GN in Poso Kota Utara District, Poso Regency.
