<![CDATA[Abstrak: Kebijakan penanggulangan kekerasan di Kabupaten Poso tertuang dalam Peraturan Daerah Nomor 6 Tahun 2008 tentang Penyelenggaraan Perlindungan, Pelayanan Dan Pemulihan Perempuan dan Anak Korban Kekerasan. Meskipun telah ditetapkan. dasar hukumnya , implementasinya belum berjalan optimal akibat kendala seperti terbatasnya anggaran, koordinasi antar lembaga yang masih lemah, dan rendahnya pemahaman masyarakat tentang kekerasan dan kesetaraan gender. Penelitian ini menggunakan pendekatan kualitatif deskriptif untuk menganalisis proses formulasi, implementasi, serta dampak nyata kebijakan tersebut, dengan melibatkan berbagai teknik pengumpulan data seperti wawancara dan studi kepustakaan. Hasil menunjukkan bahwa keberlanjutan program dan efektivitas kebijakan masih terbatas, serta kurangnya partisipasi aktor lokal dalam proses kebijakan formal. Untuk meningkatkan keberhasilan penanggulangan kekerasan terhadap perempuan, diperlukan pendekatan yang lebih responsif terhadap kebutuhan korban, penguatan kapasitas kelembagaan, dan keterlibatan aktif masyarakat serta organisasi lokal. Penelitian ini memberikan rekomendasi strategis bagi peningkatan efektivitas kebijakan dan perlindungan perempuan di masa mendatang.Abstract: The policy to combat violence in Poso Regency is stated in Regional Regulation Number 6 of 2008 concerning the Implementation of Protection, Services and Recovery of Women and Children Victims of Violence. Although the legal basis has been determined, its implementation has not been optimal due to obstacles such as limited budget, weak coordination between institutions, and low public understanding of violence and gender equality. This study uses a descriptive qualitative approach to analyze the process of formulation, implementation, and real impact of the policy, involving various data collection techniques such as interviews and literature studies. The results show that the sustainability of the program and the effectiveness of the policy are still limited, as well as the lack of participation of local actors in the formal policy process. To increase the success of combating violence against women, a more responsive approach to the needs of victims, strengthening institutional capacity, and active involvement of the community and local organizations is needed.
