Digital transformation in the Indonesian judicial system has brought significant changes, particularly with the emergence of Online Dispute Resolution (ODR) as a solution for civil dispute resolution. This research is motivated by the increasing need for an effective and efficient dispute resolution system in the digital era, driven by e-commerce development and COVID-19 pandemic challenges. This study aims to analyze the effectiveness of ODR implementation in civil dispute resolution in Indonesia, identify factors affecting its success, and formulate strategic recommendations for system optimization. The research employs a normative juridical method with statutory and conceptual approaches, supported by comparative analysis of ODR implementation in ASEAN countries. Results show that ODR implementation has improved case resolution efficiency by 40%, reduced operational costs by 43%, and increased user satisfaction up to 82%. However, significant challenges remain where 47% of courts in remote areas experience infrastructure constraints and only 65% of legal personnel have adequate digital competence. It can be concluded that ODR transformation has positively impacted Indonesia's judicial system, but requires continuous development through infrastructure strengthening, human resource competency improvement, and regulatory refinement to optimize its effectiveness.
