<![CDATA[This study aims to examine the implementation of the PIK-R program for women's empowerment in overcoming marriages under the age of 19 by DP2KBP3A Padang Lawas Regency which is caused by several factors such as late returning from dating, pregnancy outside of marriage, economic factors, promiscuity and cultural factors. The method used is a qualitative approach with a descriptive method, to explain the problems that arise and describe the data in progress in order to understand the phenomenon of the problems. Data collection was carried out through in-depth interviews with informants selected using purposive sampling techniques. Data were collected through interviews and documentation studies. Data analysis by reducing data, presenting data and drawing conclusions. The results of this study indicate that the implementation of the PIK-R program for women's empowerment in overcoming marriages under the age of 19 has not run optimally due to 1) Lack of socialization regarding the importance of this program, 2) Inadequate resources, both human resources, infrastructure, facilities and budget. Lack of implementer commitment related to program implementation and lack of program supervision and monitoring as well as ineffective SOPs.]]>
