Abstract

The implementation of Presidential Decree No. 11 of 1997, which transformed IAIN branch faculties into independent STAINs, was a strategic government response to the inefficiency, ineffectiveness, and poor quality of Islamic higher education, previously hindered by lengthy bureaucracy and rampant corruption, collusion, and nepotism. Framed within policy implementation theory and human resource management, this study aimed to analyze the relationship between the implementation of the decree and lecturers’ work morale. A descriptive, qualitative approach with a multiple-case study strategy was employed across STAIN Pamekasan, Jember, and Malang, with all permanent lecturers as the population. The findings indicate that the implementation was relatively effective, as evidenced by organizational restructuring, program development, and increased institutional autonomy. Lecturers’ work morale was generally good, with 72.22% (Pamekasan), 58.62% (Jember), and 66.66% (Malang) falling into the good category. The study concludes that a positive relationship exists between the decree’s implementation and lecturers’ work morale and recommends focused attention on low-morale lecturers, systematic human resource development planning, and structured policy socialization. Implementasi Keputusan Presiden Nomor 11 Tahun 1997 tentang alih bentuk fakultas cabang IAIN menjadi STAIN merupakan respons strategis pemerintah terhadap lemahnya efisiensi, efektivitas, dan kualitas pendidikan tinggi agama Islam yang sebelumnya terhambat birokrasi panjang serta praktik korupsi, kolusi, dan nepotisme. Dalam kerangka teori implementasi kebijakan dan manajemen sumber daya manusia, penelitian ini bertujuan menganalisis hubungan antara implementasi Keppres tersebut dengan semangat kerja dosen. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan strategi studi kasus ganda pada STAIN Pamekasan, Jember, dan Malang. Seluruh dosen tetap di ketiga institusi dijadikan populasi penelitian. Hasil penelitian menunjukkan bahwa implementasi Keppres relatif efektif, tercermin dalam restrukturisasi organisasi, pengembangan program, dan peningkatan otonomi kelembagaan. Semangat kerja dosen secara umum berada dalam kategori baik, dengan rincian STAIN Pamekasan (72,22% baik), STAIN Jember (58,62% baik), dan STAIN Malang (66,66% baik). Penelitian menyimpulkan bahwa terdapat hubungan positif antara implementasi Keppres dan semangat kerja dosen, serta merekomendasikan perhatian khusus terhadap dosen dengan semangat kerja rendah, perencanaan pengembangan sumber daya dosen yang sistematis, dan sosialisasi kebijakan yang terencana.
