Penelitian ini bertujuan untuk menganalisis upaya mengoptimalkan pelaksanaan Pengadaan Barang/Jasa secara elektronik (e-procurement) di Bagian Pengadaan Barang/Jasa Sekretariat Daerah Kabupaten Temanggung. Jenis penelitian adalah deskriptif kualitatif. Teknik pengumpulan data menggunakan wawancara dan observasi. Analisis data yang digunakan adalah Interactive Model of Analysis. Hasil penelitian menunjukkan bahwa: 1) Penyebab belum optimalnya kinerja pengadaan barang/jasa secara elektronik (e-procurement) di Pemerintah Kabupaten Temanggung yaitu: sarana dan prasarana belum memadai, jumlah Sumber Daya Manusia belum sesuai rekomendasi LKPP, pengelola fungsi pengadaan barang/jasa belum kompeten, jaringan internet dan server bermasalah, dan fitur SPSE belum lengkap dan kadang terjadi error. 2) Upaya untuk mengoptimalkan kinerja pengadaan barang/jasa secara elektronik (e-procurement) di Pemerintah Kabupaten Temanggung yaitu: pengembangan sarana dan prasarana, pemenuhan jumlah sumber daya manusia, melakukan pengembangan kompetensi pengelola fungsi pengadaan barang/jasa, merencanakan pengelolaan jaringan internet dan server secara mandiri, memberikan masukan kepada LKPP untuk pengembangan aplikasi pengadaan barang/jasa. In this research, the Goods/Services Procurement Section of the Regional Secretariat of Temanggung Regency will assess efforts to maximize the implementation of electronic procurement of goods and services (e-procurement). The type of research is qualitative and descriptive. Interview and observational strategies for collecting information. Interactive Model of Analysis is the data analysis technique employed. The research findings indicate: 1) The reasons for the suboptimal performance of electronic procurement of goods and services (e-Procurement) in the Temanggung Regency Government are as follows: Inadequate infrastructure and facilities, and Human Resources that do not fit LKPP recommendations., the internet network and servers have issues, the SPSE feature is not complete, and occasionally Error occurs. The manager of the goods/services procurement function is also incompetent. 2) Attempts to maximize the performance of electronic procurement of goods and services (e-Procurement) in the Temanggung Regency Government, including the creation of infrastructure and facilities, Independently meet the Human Resources quota, enhance the skills of managers of the goods/services procurement function, and plan the management of internet networks and servers, Providing input to LKPP for the preparation of procurement applications for products and services.
