Abstract Bullying is a behavior that frequently occurs among children and adolescents, involving repeated aggressive actions, whether physical, verbal, or emotional. Children who fall victim to bullying often experience various psychological disorders, such as anxiety, depression, low self-esteem, and even long-term trauma that affects their quality of life. This study aims to examine the role of the State in providing legal protection for children experiencing psychological disorders due to bullying and to evaluate the challenges that arise in implementing such protection policies. The research employs a normative juridical approach, with data collection conducted through interviews at several institutions, including psychologists, orphanages, and the Social Services Agency of Bandung City. The study reveals that although regulations concerning child protection are already in place, their implementation still faces obstacles such as a lack of coordination among institutions, limited resources, and low public awareness of children's rights. Recommendations from this study include strengthening inter-agency cooperation, enhancing the competencies of relevant officers, and expanding public education on the importance of legal protection for children. Through these measures, it is hoped that the rights of children who are victims of bullying, including the recovery of their mental well-being, can be ensured optimally. Keywords : Mental Healt; Child Rights; Legal Protection AbstrakBullying adalah perilaku yang sering terjadi di lingkungan anak-anak dan remaja, mencakup tindakan agresif baik secara fisik, verbal, maupun emosional yang berulang-ulang. Anak-anak yang menjadi korban bullying sering kali mengalami berbagai gangguan psikologis, seperti kecemasan, depresi, rendahnya rasa percaya diri, hingga trauma jangka panjang yang memengaruhi kualitas hidup mereka. Penelitian ini bertujuan untuk mengkaji peran Negara dalam memberikan perlindungan hukum bagi anak yang mengalami gangguan psiklogis akibat bullying, serta mengevaluasi kendala yang muncul dalam pelaksanaan kebijakan perlindungan tersebut. Metode yang digunakan dalam penelitian ini adalah pendekatan yuridis normatif, dengan pengumpulan data yang dilakukan melalui wawancara di beberapa instansi seperti ahli psikolog anak, panti asuhan dan Dinas Sosial Kota Bandung ( Dinsos Kota Bandung). Hasil penelitian mengungkap bahwa meskipun regulasi mengenai perlindungan anak telah tersedia, implementasinya masih menghadapi hambatan seperti kurangnya koordinasi antar lembaga, keterbatasan sumber daya, dan rendahnya kesadaran masyarakat tentang hak anak. Saran dari Penelitian ini adalah rekomendasi untuk memperkuat kerja sama antar lembaga, meningkatkan kompetensi petugas terkait, serta memperluas edukasi publik mengenai pentingnya perlindungan hukum bagi anak. Dengan langkah-langkah tersebut, diharapkan hak anak korban bullying, termasuk pemulihan kondisi mental mereka, dapat terjamin secara optimal.
