This study aims to develop a diagnostic test instrument in the form of a two-tier multiple choice (TTMC) test based on Google Form to assess students’ understanding of prerequisite material in high school History subjects. The research employed a research and development (R&D) method using the ADDIE model. The research subjects were Grade XI History teachers and students at the senior high school level. Data were collected through literature review, interviews, expert validation, and field trials conducted on two different scales. The instrument was validated by five experts and empirically tested using the Rasch model. The results indicated that 20 test items were valid and reliable, with an Aiken’s V coefficient of 0.90 and a Cronbach’s Alpha value of 0.83 (large-scale). The item difficulty and discrimination indices showed an ideal distribution. This instrument is capable of mapping students’ prerequisite knowledge profiles in detail and offers a practical solution to support formative assessment in alignment with the Merdeka Curriculum.
