OPTIMALISASI PENGELOLAAN ZAKAT INFAQ SEDEKAH (ZIS) PADA BAZNAS PROVINSI JAMBI PERSPEKTIF MAQASHID SYARIAH

Abstract

The management of Zakat, Infaq, and Sadaqah (ZIS) at the Baznas of Jambi Province continues to face several structural and operational challenges, including low fundraising performance, limited public awareness in channeling zakat through official institutions, and the absence of regional regulations supporting optimal zakat governance. Moreover, concerns about institutional transparency and accountability further hinder effective ZIS distribution. This study aims to analyze these challenges and propose optimization strategies for ZIS management through the lens of Maqashid Sharia. Employing a qualitative descriptive approach, data were collected through observations, interviews, and document analysis, and were examined using reduction, presentation, and verification techniques, supported by source triangulation to ensure data validity. The findings reveal that Baznas Jambi has implemented several strategic initiatives, such as enhanced public outreach, digitalization of zakat collection systems, strengthened institutional partnerships, and economic empowerment programs for mustahik through productive zakat schemes. The integration of Maqashid Sharia principles, particularly hifz al-mal (protection of wealth) and hifz al-nafs (protection of life), has proven essential in strengthening policy direction and fostering effective, transparent, and socially impactful ZIS governance. Thus, the Maqashid Sharia framework serves as a foundational approach for achieving sustainable optimization of ZIS management.
