Abstrak Perkawinan dini masih menjadi permasalahan sosial di Indonesia meskipun pemerintah telah menaikkan batas usia minimal untuk kawin melalui Undang-Undang Nomor 16 Tahun 2019. Penelitian ini meneliti penerapan aturan tersebut di KUA Kecamatan Diwek dengan pendekatan Psikologi Islam menurut Zakiah Daradjat, yang menekankan pentingnya kematangan mental, emosional, dan spiritual sebelum memutuskan untuk kawin. Penelitian ini menggunakan metode kualitatif dengan cara wawancara kepada kepala, penghulu, penyuluh agama KUA Diwek, serta studi dokumen untuk melihat upaya mencegah perkawinan dini, mekanisme pengajuan dispensasi perkawinan, serta tingkat kesiapan psikologis calon pengantin. Hasil penelitian menunjukkan bahwa secara administratif KUA Diwek sudah menerapkan aturan usia 19 tahun secara ketat, tetapi perkawinan dini masih terjadi melalui dispensasi karena faktor-faktor sosial seperti kekhawatiran orang tua, pergaulan remaja, dan tekanan budaya. Upaya edukasi seperti BRUS, BRUN, sosialisasi, serta bimbingan perkawinan terbukti membantu meningkatkan kesadaran masyarakat mengenai pentingnya kesiapan mental dan spiritual dalam perkawinan. Penelitian ini menyimpulkan bahwa efektivitas Undang-Undang Nomor 16 Tahun 2019 sudah cukup baik, namun keberhasilan penuh membutuhkan penguatan pendidikan psikologis dan agama. Disarankan agar terjadi kolaborasi antar lembaga serta pembinaan mental dan spiritual remaja lebih intensif agar praktik perkawinan dini bisa ditekan secara berkelanjutan. This study examines the implementation of this regulation at the Office of Religious Affairs (KUA) in Diwek District using an Islamic Psychology approach based on the thoughts of Zakiah Daradjat, which emphasize the importance of mental, emotional, and spiritual maturity before entering marriage. This research employs a qualitative method through interviews with the head of the office, marriage registrars, and religious counselors at KUA Diwek, as well as document analysis to observe efforts to prevent early marriage, the mechanisms for applying for marriage dispensation, and the psychological readiness of prospective brides and grooms. The findings indicate that, administratively, KUA Diwek has enforced the minimum age requirement of 19 strictly, yet early marriages still occur through dispensations due to social factors such as parental concerns, adolescent social interactions, and cultural pressures. Educational efforts such as BRUS, BRUN, community outreach, and premarital counseling have contributed to increasing public awareness of the importance of mental and spiritual readiness in marriage. The study concludes that the effectiveness of Law Number 16 of 2019 has improved, but full success requires strengthened psychological and religious education. It is recommended that inter-agency collaboration and more intensive mental and spiritual development for adolescents be enhanced to sustainably reduce early marriage practices.
