Abstract

General Background: The building materials industry plays a critical role in national development due to its connections with infrastructure, industrial supply chains, and economic sustainability. Specific Background: In Uzbekistan, recent policy shifts have elevated the sector's importance, yet challenges such as technological lag, import dependency, and uneven regional development persist. Knowledge Gap: Existing studies lack comprehensive, actionable strategies tailored to Uzbekistan’s specific industrial and regional contexts. Aim: This study aims to formulate a scientifically grounded strategy for the modernization and sustainable development of Uzbekistan’s building materials industry. Results: Analysis reveals a 25% growth in cement output from 2019 to 2023, a drop in import share from 25% to 15%, a doubling of exports, and rising employment. Nonetheless, high-tech materials and insulation products remain reliant on imports. Novelty: The study integrates comparative international best practices with national data to propose a multi-pronged strategy, including digitalization, clustering, and innovation-driven transformation. Implications: Implementation of the proposed reforms could enhance industrial self-sufficiency, boost exports, and support sustainable construction, aligning Uzbekistan’s sectoral development with both economic and environmental national goals. Highlights: Technological Modernization Needed. Uzbekistan’s building materials industry has increased cement output, but still relies on imports for energy-efficient and high-tech products. Regional Clustering Proposed. The paper recommends establishing regional clusters to improve localization and resource-based production. Export Capacity is Rising. Cement and concrete product exports have doubled, showing strong international demand, but innovation is key for value-added goods.
