Abstract

The mining moratorium policy does not constitute a new approach for solving mining cases in Indonesia. The mining moratorium policy refers to reducing deforestation as the primary focus of the policy through temporarily stopping the issuance of mining business licences (IUP). The aim of this study is to examine the concept of the mining moratorium policy following the revelation of environmental damage caused by mining activities of Raja Ampat in 2025. Due to the Raja Ampat case, the Ministry of Forestry imposed the moratorium of new Approval for Forest Area Utilization (PPKH) in Raja Ampat. Since the case, the concept of the mining moratorium policy has become a subject of public discourse. The Chairman of PBNU for Media, IT & Advocacy, Mohamad Syafi' Alielha (Savic Ali) has expressed concern on this discourse amid Nahdlatul Ulama’s attention to the mining consensus. Savic Ali is an activist who articulates his perspectives on religious, political, social, and economic issues through social media platforms (Facebook). This study is obtained from Savic Ali’s statement of his concept on the mining moratorium policy taken from social media for qualitative method analysis. The result of this study reveals that the concept of the mining moratorium policy initiated by Savic Ali goes beyond ecological conservation. The primary focus of this policy is not on permit and governance as priorities but emphasizes the transformation of human resource, digital literacy and creative economy.
