Women's participation in development still faces various challenges, particularly in coastal areas that are vulnerable to disparities in access and opportunities. This community service program was implemented with the aim of enhancing the capabilities of women in the coastal area of GMIT Lidamanu Batubao Congregation, West Kupang Classis, using the Participatory Action Research (PAR) methodology. Contextual learning was implemented through a series of seminars, training sessions, and group discussion forums designed to strengthen women's position in supporting community economic resilience. Based on the evaluation conducted, there was a 19.79% increase in participants' understanding after participating in the program, with high levels of participant satisfaction regarding the content and implementation methods. This program emphasizes the significance of women's empowerment as a foundation for building resilient and sustainable coastal communities
