Narcotics abuse in Indonesia is a serious problem that continues to increase and has broad impacts on social, economic, and public health aspects. One form of narcotics crime is the unlawful act of receiving marijuana as regulated in Law Number 35 of 2009 concerning Narcotics. This study aims to analyze the factors causing the criminal act of unlawfully receiving marijuana and the law enforcement against such crime in Decision Number 1765/Pid.Sus/2024/PN Medan. This research uses a normative legal method with a case study approach supported by primary and secondary legal materials. The results show that the main contributing factors include economic conditions, social environment, and low legal awareness. Law enforcement has been carried out in accordance with applicable regulations; however, it still faces obstacles such as limited supervision and suboptimal effectiveness of sanctions. In conclusion, more comprehensive law enforcement efforts and increased public legal awareness are needed to reduce narcotics abuse.
