Artikel ini adalah review literatur yang bermaksud menjelaskan bagaimana perubahan dalam manajemenpemerintahan dilihat dari perspektif governance. Perspektif governance muncul sebagai solusi terhadapketerbatasan dan kelemahan pada perspektif government yang memandang pemerintah sebagai satu-satunyaaktor yang melaksanakan fungsi-fungsi pemerintahan. Padahal kapabilitas pemerintah mengalamipenurunan baik aspek anggaran, manajerial, maupun aparatur dalam menjalankan pelayanan publik danfungsi pembangunan lainnya. Oleh karena itu, sebagian tugas dan fungsi pemerintahan diserahkan ke institusi-institusi lain di luar pemerintah, maka lahirlah apa yang dikenal dengan konsep jaringan kerja kebijakan.                                                AbstractThis article is the review of literature attempting to describe how changes in government management fromthe perspective of governance. Perspective governance emerges as a solution to the limitations and weaknessesin the government’s perspective that sees government as the only actor who carry out the functionsof government. Though the government has decreased capability both aspects of the budget, managerial,and personnel in running public services and other development functions. Therefore, part of the duties andfunctions are handed over to other institutions outside the government, it gives birth to what is known asthe concept of policy networks.
