This study maps rural and village development research (2001–2025) with a focus on community learning and capacity building. Addressing the gap that no prior bibliometric study has integrated village development policy, community learning, and capacity building within a single framework, this research employs a quantitative bibliometric design analyzing 219 Scopus-indexed English articles (filtered from 335 records retrieved on January 1, 2026). Data were processed using Bibliometrix and Biblioshiny in R Studio. The results show a 13.64% annual publication growth rate, with China, India, and Indonesia as leading contributors, and dominant themes are centered on capacity building, sustainability, governance, empowerment, and social capital. These findings offer evidence-based guidance for strengthening Village Fund and BUMDes policies and identifying future research directions.
