The rapid development of information technology has encouraged government institutions to digitize administrative activities, including letter archiving. At SSDM POLRI, archive management was still carried out manually through physical documents and agenda books, causing slow retrieval, a high risk of loss or damage, and the absence of an integrated centralized system. This study aims to design a web-based digital letter archiving system that improves the effectiveness, efficiency, and security of archive management. The system was developed using the Prototype method, supported by observation, interviews, and literature review. The application manages incoming and outgoing letters, letter categories, users, and search functionality using PHP and MySQL. Functional testing showed a 100% success rate for all main use cases. Performance testing reached a PageSpeed Insight score of 100/100 and a GTMetrix performance score of 82% with a 1.9-second load time. Security testing found no high or medium risks and confirmed the site was free from malware and blacklist status
