The development of globalization, digital transformation, and the increasing demands for quality public services have encouraged the need for innovation in government management systems in Indonesia. This study aims to analyze strategies for developing government management science based on oriental culture through the SMART Governance approach. The research uses a descriptive qualitative method with a literature study approach from various scientific journals, books, and policy documents related to governance, oriental culture, and digital government. The findings show that oriental cultural values such as morality, harmony, responsibility, mutual cooperation, and deliberation have strategic relevance in strengthening modern governance. Through SMART Governance, government management can be developed into a governance system that is adaptive, transparent, technology-based, and humanistic. In addition, SMART culture consisting of Self Driven, Motivation, Action, Responsible Regulation, and Team Accupants supports the creation of professional, collaborative, and integrity-based governance. However, the implementation of SMART Governance still faces challenges, including bureaucratic resistance, digital inequality, weak institutional integration, and limited human resource capacity. Therefore, strengthening organizational culture, digital transformation, and adaptive leadership are essential to realizing sustainable modern governance in Indonesia.
