Abstract

This study aims to analyze the integration of Islamic economic values into the development of smallholder tobacco farming as a strategy for farmer empowerment and economic resilience in Pamekasan Regency, Indonesia. A qualitative case study approach was employed using observation, documentation, and secondary data obtained from the Statistics Agency of Pamekasan Regency, the Department of Agriculture, and relevant literature on Islamic economics and agricultural empowerment. The findings indicate that the implementation of Islamic economic principles, including justice, transparency, the prohibition of riba (usury) and gharar (uncertainty), and the promotion of public welfare, contributes significantly to improving farmers’ livelihoods and strengthening the sustainability of tobacco farming. Empirical data show that tobacco production increased from 19,992 tons in 2023 to 28,296.7 tons in 2024, supported by enhanced access to Islamic financial institutions such as Baitul Maal wat Tamwil (BMT), Islamic cooperatives, and the utilization of Islamic social finance instruments, including zakat, infaq, and sadaqah. These mechanisms not only increase farmers’ income and encourage business diversification but also strengthen economic resilience through more equitable and transparent partnership arrangements. This study contributes to the literature by integrating recent empirical evidence on tobacco production with an Islamic economic empowerment framework, demonstrating that Islamic economic values can serve as an effective model for promoting sustainable rural development and strengthening the economic resilience of smallholder farmers in tobacco-producing regions.
