Analisis Pengaruh Penerapan AMR terhadap Fluktuasi Pemakaian Energi Listrik pada Pelanggan BTS Menggunakan Metode Difference in Differences di PT PLN (Persero) ULP Manggar

Abstract

Pelanggan BTS PT PLN (Persero) memiliki pola pemakaian energi listrik yang relatif stabil karena beroperasi 24 jam, sehingga membutuhkan pencatatan yang akurat untuk menghindari anomali dan susut non teknis. Penelitian ini bertujuan menganalisis dampak pemasangan Automatic Meter Reading (AMR) pada pelanggan BTS terhadap kestabilan pencatatan pemakaian energi listrik menggunakan metode Difference in Differences (DiD). Penelitian dilakukan pada pelanggan daya 6.600 VA dan 10.600 VA di PT PLN (Persero) wilayah Bangka Belitung dengan data Januari–Juli 2024, mencakup periode sebelum dan sesudah pemasangan AMR. Analisis dilakukan dengan membandingkan kelompok treatment dan kontrol berdasarkan simpangan baku pemakaian kWh. Hasil penelitian menunjukkan simpangan baku kelompok treatment menurun dari 395,77 kWh menjadi 369,39 kWh, sedangkan kelompok kontrol meningkat dari 431,51 kWh menjadi 655,96 kWh. Nilai DiD sebesar -250,83 kWh menunjukkan bahwa AMR berhubungan dengan penurunan fluktuasi pemakaian energi listrik dan mendukung pengendalian susut non teknis.   PT PLN (Persero)’s BTS customers have relatively stable electricity consumption patterns because they operate 24 hours a day, thus requiring accurate metering to avoid anomalies and non-technical losses. This study aims to analyze the impact of installing Automatic Meter Reading (AMR) systems for BTS customers on the stability of electricity consumption metering using the Difference-in-Differences (DiD) method. The study was conducted on 6,600 VA and 10,600 VA customers in the Bangka Belitung region of PT PLN (Persero) using data from January–July 2024, covering the periods before and after AMR installation. The analysis compared the treatment and control groups based on the standard deviation of kWh consumption. The results showed that the standard deviation of the treatment group decreased from 395.77 kWh to 369.39 kWh, while that of the control group increased from 431.51 kWh to 655.96 kWh. A DiD value of -250.83 kWh indicates that AMR is associated with a reduction in electricity consumption fluctuations and supports the control of non-technical losses.
