Assessment of the interaction between the rule of law and infrastructure development in Indonesia is directed at identifying the capacity of legal principles to support distributive justice. A normative juridical method is applied through examination of statutory provisions, doctrinal analyses, and authoritative academic literature to determine the alignment of development policies with substantive justice, transparency, and inclusive participation. The examination indicates that procedural legality occupies a dominant position, resulting in unequal distribution of development benefits and insufficient legal safeguards for vulnerable groups. The gap between formal legal compliance and justice-oriented standards reveals structural limitations within the legal framework. Strengthening human-centered principles, institutional accountability, and participatory mechanisms is necessary to ensure that infrastructure development remains consistent with legal norms while promoting equitable outcomes
