This study aims to categorize communities based on their characteristics and regional potential, as well as to develop a strategic framework for optimizing empowerment aid programs tailored to those factors. The issue addressed in this research stems from the inaccurate grouping of communities solely based on either community characteristics or regional potential, resulting in ineffective aid strategies and a subsequent increase in poverty levels. According to data from the Central Statistics Agency (Badan Pusat Statistik), the poverty rate in Garut Regency has shown a rise in recent years (2023–2024). The government holds the primary responsibility in formulating strategies to address poverty. Currently, government strategies for distributing aid largely focus on economic factors alone, often resulting in cash assistance. In the long term, this approach negatively impacts the community's mentality, fostering dependency and reducing motivation for self-sufficiency. This study employs a mixed methods approach. The classification process uses the K-Means algorithm, while the decision-making process applies the Analytic Network Process (ANP) method. The objective of this research is to identify effective poverty alleviation policies in Garut Regency, West Java, by forming groups based on community characteristics and regional potential, and to produce a strategic plan for delivering aid programs tailored to these classifications.
