Semen Tourism Village in Blitar Regency has significant potential for the development of the creative economy, particularly in the subsectors of culinary arts, handicrafts, and traditional performances. However, this potential has not been fully supported by an adequate legal protection system for local creative works. At the national level, Law Number 24 of 2022 on the Creative Economy and Law Number 28 of 2014 on Copyright provide the legal basis for protecting creative economy actors. Nevertheless, at the local level, there are no regional or village regulations that specifically govern the facilitation of Intellectual Property Rights (IPR). According to data from the Department of Tourism and Culture of Blitar Regency, the facilitation rate of IPR decreased from 35.29% in 2022 to 11.76% in 2023 and remained stagnant through 2024. This study aims to analyze the effectiveness of existing regulations and identify the need for legal strengthening at the village level. The research employs a descriptive qualitative approach through observation, interviews, and document studies. The results indicate that the implementation of IPR protection in Semen Tourism Village has not been optimal due to the low level of understanding among MSME actors and the limited facilitation role of the village government. The novelty of this study lies in its analysis of local leadership roles and the application of good governance principles in developing a village-based model of IPR protection that is adaptive and sustainable.
