Creating a safe and equitable learning environment for all students, especially students with special needs, is a challenge. Therefore, the researcher used a qualitative method with a literature review approach through a review of various journals, books, and scientific articles. This study found that perpetrators of bullying engage in teasing, exclusion, intimidation, and insults. This occurs because family, peers, the social environment, social media, and a lack of school supervision influence these behaviors. Bullying can cause various impacts, such as psychological disorders, decreased social skills, and low academic achievement. Teachers, schools, parents, and guidance and counseling services must play an active role in preventing and addressing bullying through character education, fostering empathy, and implementing anti-bullying policies to create an inclusive and conducive learning environment.
