Abstract

Transparency and public participation are prerequisites for village governance that supports the Village SDGs, especially inclusive, accountable, and responsive institutions. This community service program aimed to improve the understanding of village officials, community leaders, and residents of Sindangheula Village regarding public information disclosure, service procedures, citizens' rights, and spaces for participation in village development. The activity was conducted at Sindangheula Village Hall, Pabuaran District, Serang Regency, on 25 November 2025 and involved 32 participants. The method used a normative-empirical approach through regulatory review, observation of village services, unstructured interviews, legal counseling, focused discussion, and evaluation using an observation sheet and reflective questions. The success indicators covered participants' ability to identify village information channels, explain the right to public information, recognize participation forums, and formulate service follow-up actions. Initial problem mapping identified four priority issues, namely limited use of the village website, uneven access to information, residents' hesitation to interact with village officials, and suboptimal participation in village forums. After the counseling session, 24 participants, or 75% of all participants, actively asked questions, gave responses, or shared service experiences. Participants were also able to identify the function of the village website, describe mechanisms for submitting aspirations, and propose recommendations to strengthen information boards, digital media, and deliberation agendas. The outputs included counseling materials, a partner-problem matrix, evaluation notes, and recommendations for improving information services. The program indicates that needs-based legal counseling can serve as a measurable initial intervention to strengthen the relationship between village government and residents in achieving the Village SDGs.
