This study examines the implementation of the SIAGA application as an internal digital system in a public transportation organization, PT Transportasi Jakarta (Transjakarta), and analyzes employees' work adaptation from the developer's perspective. The study focuses on user adaptation, implementation challenges, and developer strategies supporting changes in daily work practices. A qualitative case study approach was employed. Data was collected through semi-structured in-depth interviews with two key informants from the developer team (Project Manager and IT Manager), supported by document analysis. Data were analyzed using thematic analysis to identify user adaptation processes, implementation challenges, and developer support strategies. Findings show that user adaptation occurred gradually. Initial responses were positive due to organizational support and a predominantly young workforce; however, adaptation was also influenced by structural obligations that integrated the application into daily work routines. Implementation challenges were mainly technical and organizational, including data integration limitations, inter-unit coordination, and system adjustments. Developers played a critical role in sustaining system use through training, technical assistance, and continuous improvement. This study is limited to the developer's perspective and a small number of informants. Future research should incorporate users from different organizational levels to provide a more comprehensive understanding. The study highlights the importance of developer support, user training, and gradual system integration in implementing internal digital applications in public sector organizations.
