The increasing flow of personal data across borders in the global digital economy ecosystem raises the need for regulations that are able to ensure legal certainty as well as the protection of privacy rights. This research aims to analyze the legal certainty framework in the regulation of cross-border personal data transfers and its relevance to Law Number 27 of 2022 concerning Personal Data Protection. The research uses normative legal methods with legislative, conceptual, and comparative legal approaches. Data were obtained through literature studies of laws and regulations, legal doctrines, and scientific literature that were analyzed qualitatively-descriptively. The results of the study show that the legal certainty of cross-border data transfer is determined by the clarity of norms, adequate data protection standards, the effectiveness of supervision, and the harmonization of national regulations with international standards. This research contributes to the development of the concept of legal certainty in global data governance. It is necessary to strengthen implementing regulations and supervisory institutions to support effective implementation.
