Human resources (HR) constitute a strategic asset that determines an organization's success in achieving its goals. Consequently, the recruitment and selection process plays a vital role in HR planning and development. This study aims to examine the role of recruitment and selection in enhancing human resource quality through a literature review. The research employs a library research method, gathering relevant scholarly sources such as books, journals, and articles. The findings indicate that effective recruitment attracts candidates who align with organizational needs, while objective selection yields a competent workforce. Sound HR planning, supported by structured recruitment and selection systems, enables organizations to boost productivity, efficiency, and competitiveness. Post-selection HR development—encompassing training, career development, and performance evaluation—is also a crucial factor in maintaining employee quality.
