<![CDATA[This research analyzes the effectiveness of village government public communication in implementing the Merah Putih Village Cooperative Program, focusing on the gap in understanding among the community in Bioa Sengok Village, Lebong Regency, Bengkulu. Launched through Presidential Instruction No. 9 of 2025, the program aims to establish 80,000 village cooperatives to strengthen the people's economy. Using a mixed-method approach with the Expectancy Gap and Policy Communication theoretical frameworks, the study involved 100 respondents and 8 key informants. The findings identified five types of gaps: Knowledge Gap, manifested in fundamental differences between the government's administrative perspective and the community's substantive understanding; Standards Gap in unclear technical regulations; Delivery Gap due to limited human resource capacity; Communications Gap from weak cross-sector coordination; and Service Gap in expectations versus implementation capabilities. Causal factors include regulatory ambiguity, capacity constraints, weak coordination, unstable local political conditions, and negative historical experiences. The impacts include a wait-and-see attitude among the community, compliance-driven participation, audit concerns, and potential conflicts with BUMDes. Strategic recommendations include strengthening regulations, two-way participatory communication, university assistance, synchronization with BUMDes, and learning from local cooperative best practices.]]>
