This writing aims to ensure that the implementation of gender-responsive programs and activities can contribute to achieving the Key Performance Indicators (KPIs), namely the Gender Development Index (GDI) and the Gender Inequality Index (GII), as well as to formulate policy recommendations to address the low implementation of gender responsive programs and activities. The method used is a descriptive method with a qualitative approach. Data was collected through literature study, field observation, and interviews, then analyzed using qualitative data analysis methods with problem trees and the policy alternative selection method using Bardach's method. The Qualitative Data Analysis technique uses thematic analysis. The main result, which serves as the solution to the problem stated regarding the implementation of gender responsive programs and activities, is still low due to a lack of coordination and commitment across Regional Apparatuses because of the weak function and role of the Gender Mainstreaming Working Group institutions, namely: 1) Strengthening the Strategic Role of Regional Apparatuses in Implementing Gender Mainstreaming through the 7 Development Processes; 2) Formulating Gender-Responsive Policies, Programs, and Development Activities in an Integrated Manner; 3) Evaluating Gender Mainstreaming Implementation through the Penganugerahan Parahita Ekapraya (PPE). The recommended policy option is the Banten Governor Regulation on the Strategic Role of Regional Apparatuses in Implementing Gender Mainstreaming through the 7 Development Processes in Banten Province, which can provide a strong and clear legal foundation for gender equality development.
