<![CDATA[Riau Province is one of Indonesia’s strategic industrial regions, dominated by the oil and gas, palm oil plantation, pulp and paper, construction, and energy sectors. The high level of industrial activity is directly associated with an increased risk of occupational accidents. Data from BPJS Employment indicate that during January–June 2025, there were 9,416 occupational accident cases, including 32 fatality cases, which increased to 33 fatality cases by August 2025. This situation highlights the need to strengthen occupational safety and health (OSH) governance at the provincial level. This study aims to analyze the necessity of establishing a Provincial Occupational Safety and Health Council (DK3P) as an instrument for enhancing safety performance toward achieving zero fatality and improving the competitive advantage of high-risk industries in Riau Province. The research employs a descriptive qualitative approach through literature review, regulatory analysis, and secondary data analysis. The findings reveal that the establishment of DK3P has strategic importance as a coordination platform for government agencies, business sectors, professional organizations, academics, and labor unions in improving the effectiveness of OSH implementation. DK3P is expected to strengthen safety performance, reduce occupational accident rates, support the achievement of zero fatality, and enhance industrial competitiveness through better safety governance. This study recommends accelerating the establishment of the Riau Provincial Occupational Safety and Health Council as part of a sustainable industrial development strategy.]]>
