Archives play an important role in government administration as evidence of activities and a source of institutional information. Effective archive management supports administrative order and improves public service quality. However, the Jambangan Subdistrict Office in Surabaya still manages inactive dynamic archives manually, resulting in inefficient storage and retrieval processes. Employees often experience difficulties in locating archived documents due to the absence of an integrated digital archiving system. This study aims to design a Python and SQLite-based digital archive application called SIARDIN (Sistem Informasi Arsip Dinamis Inaktif) to facilitate the recording, storage, and retrieval of archives in a faster and more systematic manner. The research employed the Research and Development (R&D) method using the ADDIE model, which consists of Analysis, Design, Development, Implementation, and Evaluation stages. Data were collected through interviews, observations, documentation, and surveys conducted during an independent study program at the Jambangan Subdistrict Office. The results indicate that the application improves archive management by providing organized data storage, accurate search functions, and easier access to archived documents. The study produced a functional application and a user manual, which have also been submitted for Intellectual Property Rights (IPR) registration as a form of legal protection.
