<![CDATA[Penelitian ini berfokus pada analisis tingkat kompetensi operator Vessel Traffic Service (VTS) pada Distrik Navigasi Tipe A Kelas I Makassar, mengingat peran strategis mereka dalam menjamin keselamatan pelayaran serta efisiensi arus lalu lintas kapal. Kompetensi operator VTS menjadi komponen fundamental yang harus memenuhi standar internasional yang ditetapkan oleh International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA), khususnya standar IALA V103/1 yang mengatur kualifikasi dan kemampuan minimal bagi petugas VTS. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data berupa wawancara mendalam, observasi langsung, dan telaah dokumen standar operasional. Data dianalisis menggunakan metode analisis tematik untuk memetakan pola kompetensi aktual, menemukan kesenjangan kompetensi, serta mengidentifikasi kebutuhan peningkatan dan pelatihan lanjutan. Hasil penelitian menunjukkan bahwa sebagian besar operator telah memenuhi persyaratan kompetensi dasar sesuai standar IALA, terutama dalam aspek komunikasi maritim, prosedur layanan lalu lintas, serta pengawasan pergerakan kapal. Namun, ditemukan pula beberapa aspek yang memerlukan peningkatan, khususnya terkait penguasaan teknologi navigasi terbaru, kemampuan pengambilan keputusan dalam situasi darurat, serta penerapan manajemen risiko lalu lintas laut. Selain itu, pelatihan berbasis simulasi dan program sertifikasi ulang secara berkala dianggap penting untuk menjaga konsistensi kompetensi. Secara keseluruhan, penelitian ini menegaskan bahwa kompetensi operator VTS merupakan elemen vital dalam menjamin keselamatan pelayaran dan mendukung efisiensi navigasi, sehingga penguatan kemampuan teknis dan penyegaran kompetensi harus menjadi prioritas berkelanjutan dalam pengelolaan SDM VTS. This study analyzes the competency levels of Vessel Traffic Service (VTS) operators in the Class I Type A Navigation District of Makassar, given their strategic role in ensuring shipping safety and efficient vessel traffic flow. The competence of VTS operators is a fundamental component that must meet international standards set by the International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA), particularly the IALA V103/1 standard, which regulates the minimum qualifications and capabilities for VTS officers. This study uses a qualitative descriptive approach, with data collected through in-depth interviews, direct observation, and the review of standard operating documents. The data were analyzed using thematic analysis to map actual competency patterns, identify competency gaps, and determine the need for improvement and further training. The results of the study show that most operators have met the basic competency requirements set by IALA standards, particularly in maritime communication, traffic service procedures, and vessel movement monitoring. However, several aspects were found to require improvement, particularly mastery of the latest navigation technology, decision-making skills in emergencies, and the application of maritime traffic risk management. In addition, simulation-based training and periodic recertification programs are considered essential to maintain competency consistency. Overall, this study confirms that VTS operator competency is a vital element in ensuring shipping safety and supporting navigation efficiency, so that strengthening technical capabilities and refreshing competencies must be a continuous priority in VTS human resource management.]]>
