In Papua, the transmigration policy was introduced during two periods. The first was implemented during the Dutch colonial era, known as colonization, and the second after Papua’s integration into the Republic of Indonesia. However, over time, the policy encountered considerable resistance from Indigenous Papuan communities. Currently, the Papua Pegunungan Province has not yet established a transmigration policy. Therefore, this study aims to: examine the opportunities and challenges (potential) of a local transmigration policy in Papua Pegunungan Province; formulate the types and criteria for identifying areas designated for local transmigration; and develop recommendations for policy activities related to local transmigration. The study was conducted through a literature review. The findings indicate that: normatively, the implementation of transmigration policy in Papua Pegunungan Province is highly feasible due to the availability of supporting factors; and the concepts, regulations, and policy frameworks require redefinition, reorientation, and refunctionalization. The recommended transmigration model for implementation in Papua Pegunungan Province is a Papua-specific assisted self-initiated local transmigration model.
