This study aims to examine the collaborative role of the Penta Helix model in the empowerment process of Ngilngof Tourism Village on Kei Kecil Island. The research adopts a descriptive qualitative approach, with data collected through in-depth interviews, field observations, and documentation review. The informants include representatives from the village government, academics, business actors (MSMEs), community groups (BUMO-Pokdarwis), and local media. The data were analyzed using a thematic analysis approach to identify patterns of roles and the dynamics of collaboration among stakeholders. The findings indicate that cross-sector collaboration has been established through village policy support and funding, training and mentoring activities facilitated by academics, the development of culture-based tourism products by business actors, active community participation in decision-making processes, and media contributions to destination promotion. This collaboration has had a positive impact on enhancing community capacity and stimulating local economic growth. However, the synergy among stakeholders still requires stronger institutional frameworks and more structured coordination, particularly in terms of integrated promotion and the sustainability of tourism programs. Therefore, the Penta Helix model holds significant potential as a strategic framework for supporting participatory and sustainable tourism village development in archipelagic regions.
