ABSTRAK Sistem Verifikasi Legalitas Kayu (SVLK) ditetapkan secara mandatory oleh pemerintah Indonesia sejak 2009. Penelitian ini bertujuan untuk mengevaluasi kebijakan tersebut dan merumuskan rekomendasi deregulasi untuk meningkatkan efektifitasnya dalam meningkatkan dayasaing industri furnitur Indonesia di pasar internasional. Evaluasi dilakukan dengan Importance-Performance Analysis (IPA) dan memetakannya dalam kuadran IPA. Narasumber penelitian ini meliputi industri yang tergabung dalam HImpunan Industri Mebel dan Kerajinan Indonesia (HIMKI) dan perwakilan dari pemerintah yaitu Kementerian Perindustrian, Kementerian Perdagangan,  serta Kementerian Lingkungan Hidup dan Kehutanan. Hasilnya menunjukkan bahwa legitimasi SVLK rendah. Pengakuan terhadap sertifikasi legalitas kayu yang diterbitkan oleh lembaga verifikasi legalitas kayu (LVLK) masih rendah, sehingga beberapa buyer tetap memberi syarat sertifikasi lainnya. Pemerintah perlu memperkuat legitimasi SVLK di pasar global dalam voluntary partnership agreement (VPA) dengan Uni Eropa dan perjanjian kerjasama dagang lainnya.  Kata Kunci: SVLK, legitimasi, IPA, VPA, industri furnitur  ABSTRACT  The Timber Legality Assurance System (SVLK) has been made mandatory by the Indonesian government since 2009. This study aims to evaluate this policy and formulate deregulation recommendations to increase its effectiveness in increasing the competitiveness of the Indonesian furniture industry in the international market. Evaluation is carried out by Importance-Performance Analysis (IPA) and mapping it in the IPA quadrant. The sources for this research include industries that are members of the Indonesian Furniture and Craft Industry Association (HIMKI) and representatives from the government, namely the Ministry of Industry, the Ministry of Trade, and the Ministry of Environment and Forestry. The results show that SVLK's legitimacy is low. Acknowledgment of timber legality certification issued by timber legality verification bodies (LVLK) is still low, so some buyers continue to provide other certification requirements. The government needs to strengthen the legitimacy of SVLK in the global market in a voluntary partnership agreement (VPA) with the European Union and other trade cooperation agreements. Keyword: SVLK, legitimation, IPA, VPA, furnitur industry
