The increase in electricity consumption in Indonesia has encouraged the construction of power plants to meet national electricity needs. The construction of power plants spread throughout Indonesia is 62% of the generating capacity in the Java-Bali region, Sumatra Island around 19%, Borneo 7%, Sulawesi 10%, Nusa Tenggara 2%, Maluku 4% and the Papua region 2%. With the increasing need from 1,173 KWH/capita in 2022 to around 1,662 KWH/capita, the construction of power plants will continue to increase. The construction of power plants to the operation of power plants is a high-risk activity that requires efforts to build an Occupational Safety and Health Culture to prevent work accidents. The company needs an appropriate strategy for those who build and operate power plants in their workplaces. The company which built and operates the Riau 275 MW PLTGU in Riau Province has implemented K3 and achieved zero accidents up to the operational stage but still needs to continue to build a K3 Culture as a sustainable effort. The strategy for building this K3 culture is studied to obtain an appropriate strategy for the organization. This study was conducted to determine the factors that influence the OHS culture in the Company and determine the appropriate strategy using SWOT analysis and QSPM. Data collection was carried out using the interview method and Focus Group Discussion conducted with Operational Managers, Maintenance Managers, Planning Managers, OHS Supervisors of Power Plants and OHS Supervisors of Gas Pipeline Operations. The study showed that the alternative strategy chosen was for the company to carry out Management System Certification with ISO 45001 Standards, conduct internal audits to maintain the implementation and awareness of OHS among workers and use consultant services to integrate the OHS Management System PP 50 of 2012, Electrical Safety Management System, Oil and Gas Safety Management System and ISO 45001.
