Sejak kenaikan harga minak tahun 1973/74 dan 1979/80, konversi energi telah memegang peranan dalam kebijakan di kebanyakan negara importir minyak. Berbagai negara telah menempatkan program sekuritas energi (kontinuitas suplai) dan juga konversi sebagai prioritas yang tinggi. Namun demikian, di banyak negara eksportir minyak, konversi energi tak menempati prioritas yang sama
