This study aims to formulate a Gapoktan empowerment strategy based on local potential to strengthen institutional capacity and increase access to KUR financing for horticultural farmers. The study used mixed methods with qualitative and quantitative descriptive approaches. Data were obtained through interviews, observations, and questionnaires with 72 Gapoktan out of 259 Gapoktan across 17 sub-districts in Karo Regency. Data analysis was conducted using SWOT and the IE Matrix (Internal-External). The results show that Gapoktan has a strategic role in facilitating access to KUR financing, although there are still obstacles such as limited managerial capacity, administration, and financing regulations. The SWOT analysis and the IE Matrix place Gapoktan in a moderate position, requiring internal strengthening strategies through increasing institutional capacity, training, partnerships with financial institutions, and optimizing government support. This strategy is expected to improve the effectiveness of KUR utilization, horticultural productivity, and farmer welfare in a sustainable manner.
