<![CDATA[Abstract: The purpose of this study is to analyze the legal position of the Governor of Riau circular letter regarding the limitation of subsidized fuel oil in Riau Province in the legal system in Indonesia as well as the legal consequences resulting from the implementation of a policy regulation (discretion) which contradicts the principles and principles of the rule of law, especially in terms of public services. This study uses a normative legal research method with a conceptual and statutory approach. The results of the study show that the legal position of the Governor of Riau's circular letter regarding the limitation of subsidized fuel oil is not a discretionary act in accordance with the principle of discretion according to Article 1 number 9 of Law No.30 of 2014 concerning Government Administration. Where every official action that is not based on the law is an action that can cause legal consequences that are contrary to the general principles and principles of good governance, especially in the public service system regarding the limitation of subsidized fuel oil that applies according to the laws and regulations in Indonesia.Keywords: Discretion, Government Action, Rule of Law.]]>
