Bureaucratic reform includes the transformation of governance, which is an important part of the effort to realize an effective, efficient, transparent, and accountable government. Civil Servants (ASN) must be able to adapt to these changes and adjust to the evolving demands of public service and technological advancements. The purpose of this research is to study how the duties of ASN are carried out to assist in the transformation of governance. The research uses a qualitative approach employing descriptive literature study. This data was collected from various sources, including books, scientific journals, legislation, and other documents related to bureaucratic reform and the digital transformation of government. The research results show that the implementation of the Electronic-Based Government System (SPBE), the use of information technology, and the application of flexible work patterns thru the Work From Office (WFO) and Work From Home (WFH) mechanisms have changed the way civil servants (ASN) carry out their official duties. This transformation improves work efficiency, accelerates administrative processes, enhances coordination between work units, and increases accountability thru a digital monitoring system. However, to support the success of governance transformation, there is a need for improved digital competencies, the development of adaptive leadership, and the enhancement of technology-based monitoring and evaluation systems. These constraints include the limited digital competencies of ASN, resistance to changes in work culture, and variations in employes' ability to adapt to the new work system.
