Digital Public Policy Innovation for Inclusive Educational Access: A Government-as-a-Platform Approach

Abstract

Digital transformation has reshaped public governance by shifting government services from fragmented administrative systems toward integrated, citizen-centered digital ecosystems. However, existing studies have largely focused on administrative efficiency and technological adoption, with limited attention to the role of digital public policy in expanding educational access as a pathway to poverty reduction. This study aims to examine how digital public policy innovation contributes to inclusive educational access through a Government-as-a-Platform (GaaP) approach. A qualitative library research method was employed by synthesizing scholarly articles, international policy reports, government regulations, and official statistical publications. The collected literature was analyzed using qualitative content analysis, thematic analysis, comparative interpretation, and conceptual synthesis. The findings indicate that digital public policy innovation, supported by interoperable digital infrastructure and Government as a Platform, enables integrated public service transformation across education, social protection, civil registration, and digital identity systems. Such integration improves service accessibility, enhances policy targeting, and reduces administrative barriers faced by vulnerable populations, thereby expanding inclusive educational access. The study proposes a conceptual framework linking digital public policy innovation, Government as a Platform, inclusive government service transformation, educational access, and multidimensional poverty reduction. The findings extend the digital government literature by positioning educational access as a strategic public value outcome of digital governance rather than merely an administrative consequence. The proposed framework also provides policy insights for strengthening integrated digital governance to support inclusive and sustainable development.
