This study aims to determine the steps of media development, determine the validity of learning media, and determine the level of effectiveness of game-based pocket book learning media to improve social studies learning outcomes of grade IV students on the theme of Indonesian National Heroes. The method used in this research is R&D using the ASSURE development model, namely: Analyse Learner, State Objective, Select Media and Materials, Utizile Media and Materials, Require Learner Participation, and Evaluate and Revise. The results of validation from material experts, pocket book learning media get a score of 80% so that it is included in the very high category. The results of validation from learning media experts obtained a feasibility score of 90%, so it was included in the very high category. And the results of the validation of learning design experts get a score of 70% so that it is included in the high category. The results of the Paired Samples Test test show that the sig (2-tailed) value is 0.000 <0.05, it can be concluded that there is a significant difference between the pretest results and the posttest results of the assessment of learning outcomes of grade IV elementary school students. So that the game-based pocket book learning media proved to be valid and effective in improving the social studies learning outcomes of fourth grade students of SD Negeri Kutowinangun.
