This study aims to develop a website-based learning media using Netlify to improve students' understanding of Surah Al-Ma’un in fifth-grade elementary school. This research employed a Research and Development (R&D) method using the Hannafin and Peck model, which consists of three stages: needs assessment, design, and development and implementation. The product developed is a website named PEMBEDA (Pembelajaran Digital Surat Al-Ma’un) which integrates learning materials, audio, games, and evaluation features. The validation process involved a media expert and a material expert. The results showed that the developed media is categorized as highly feasible. In addition, students’ responses indicated a very positive perception of the media, with most students agreeing that the website helped them understand the material better. Therefore, the website-based learning media is considered appropriate and effective to support learning and improve students' understanding of Surah Al-Ma’un.
