The development of technology in the era of the Fourth Industrial Revolution demands that various fields, including education, continue to adapt and innovate. However, based on the results of observations and interviews, teachers are still not making use of innovative learning media to support the IPAS learning process. This has an impact on students' learning outcomes, which have not reached an optimal level. The aim of this study is to describe the process of designing, testing and analysing the suitability, practicality and effectiveness of application-based learning media using iSpring Suite 11. The research and development (R&D) method was used with the ADDIE model, which includes the Analysis, Design, Development, Implementation, and Evaluation stages. Data collection was carried out using expert validation, a response questionnaire, as well as pre- and post-tests. The data obtained were analysed using validity, practicality and effectiveness tests. The results of the study show that the media developed received a 80% suitability score from the subject matter experts, categorised as "suitable" after revisions were made, and a 93% suitability score from the media experts, categorised as "very suitable". In terms of practicality, the media received a score of 90% from teachers and 90.4% from students, which falls within the "very practical" category. Additionally, the t-test results showed a significant difference in students' learning outcomes before and after using the learning media. The increase in learning outcomes is shown by the N-Gain value, which is 70% for the small group and 74.7% for the large group, both of which are in the "effective" category.
