This study evaluates the Job Fair Program of the Bekasi Regency Manpower Office in increasing job opportunities through the case study of Bekasi Pasti Kerja Expo 2025. This study is important because Bekasi Regency still faces open unemployment, limited access to official vacancy information, and a mismatch between job seekers’ competencies and industrial needs. The study aims to assess program relevance, resource readiness, implementation quality, job placement results, and post-event follow-up. This research applies a descriptive evaluative qualitative method using the CIPP model, which consists of context, input, process, and product. Data were collected through in-depth interviews, indirect observation, and documentation. The results show that the program is relevant to labor market needs and is supported by committees, budget, facilities, digital systems, vacancy validation, and company collaboration. However, implementation still faces participant congestion, long queues, signal disruption, and unequal access to company booths. The program produced job placements, but the results were not proportional to the number of applications submitted. This study concludes that Bekasi Pasti Kerja Expo 2025 is fairly effective as a labor market intermediation instrument, but it needs stronger participant segmentation, crowd management, stable digital infrastructure, and measurable post-event monitoring.
