This study aims to develop "KAREMAT" (Mathematics Playing Cards) as an instructional medium to enhance students' interest and learning outcomes regarding mixed arithmetic operations at SD Negeri 02 Pakintelan, Semarang City. The study employed the Research and Development (R&D) method using the ADDIE model. The subjects consisted of 23 second-grade students. Data were collected through observation, interviews, questionnaires, documentation, and tests. The results indicate that the KAREMAT medium is viable based on expert validation and is effective in improving learning outcomes. This is evidenced by a significance value of 0.000 (<0.05) and an N-Gain score in the medium category. The KAREMAT medium is suitable for use as an innovation in mathematics instruction at the elementary school level.
