Digital transformation in Indonesia has accelerated the implementation of public digital services in various sectors, including civil registration, regional administration, licensing, archiving, education, and immigration. However, the success of public digital services is determined not only by system availability, but also by users' acceptance of the technology. This study aims to identify the most dominant and most relevant theoretical model for analysing technology acceptance in Indonesian public digital services, with a particular focus on digital immigration services. This study employed a Systematic Literature Review (SLR) using the PRISMA guideline. Literature was searched through Google Scholar, Scopus, Garuda, and Semantic Scholar within the publication period of 2021-2026. The review process consisted of five stages: determining eligibility criteria, identifying literature sources, selecting literature, collecting data, and selecting data items. From the search process, 30 journal articles were selected for final review. The findings indicate that the Technology Acceptance Model (TAM) is the most dominant model used in analysing technology acceptance in Indonesian public digital services and is also the most relevant model because its core constructs, namely perceived usefulness and perceived ease of use, consistently explain users' attitudes, behavioural intentions, and acceptance behaviour. This dominance is particularly visible in digital immigration services, including studies on M-Paspor, M-Passport, SITI NGADU, and immigration autogate. Although UTAUT, DeLone and McLean, and several integrated models are also used, TAM remains the most practical and dominant framework for this domain.
