Challenges and Recommendations for Agile Implementation in Indonesian Government Software Development

Abstract

From 2022, the Indonesian government has adopted agile as part of its organizational work culture to accelerate digital transformation in the public sector. The Center for Data and Information Technology Infrastructure (PDSI), a division under the Ministry of Communication and Digital (MCD), has standardized the use of Scrum, an agile methodology, for its internal software development processes since 2019. This study investigates rank the challenges associated with agile implementation within PDSI MCD and provides practical recommendations to address them. The findings reveal that the most critical challenge is lack of team communication. This is followed by a lack of stakeholder or team commitment, then lack of agile skills, knowledge, and practices. To overcome these challenges, the study recommends the integration of Kanban to enable project teams and stakeholders to make timely decisions while minimizing unnecessary bureaucracy. In addition, fostering collaboration through coaching, training, and team-building initiatives is essential to strengthen agile teamwork.
