Application of AHP in the Development of the Punggur Selat Kering Lowland Irrigation Area

Abstract

Abstrak   Daerah Irigasi Rawa Punggur Selat Kering di Kabupaten Kubu Raya, khususnya wilayah Sungai Bemban dan Parit Leban memerlukan pengembangan untuk meningkatkan kinerja sistem irigasi. Penelitian ini bertujuan untuk mengidentifikasi kondisi eksisting sistem irigasi rawa, menentukan kriteria dan alternatif beserta bobotnya, dan menentukan prioritas strategi sistem irigasi rawa pasang surut. Metode yang digunakan adalah analisis deskriptif kualitatif dan Analytical Hierarchy Process (AHP) melalui observasi, wawancara, dan kuesioner kepada stakeholder dan petani. Hasil penelitian menunjukkan bobot kriteria tertinggi adalah ketersediaan air (0,266), SDM (0,242), infrastruktur irigasi (0,236), sistem pengelolaan irigasi (0,153), dan institusi pengelolaan irigasi (0,102) dengan nilai rasio konsistensi (CR) = 0,012. Untuk alternatif dengan prioritas pertama adalah rehabilitasi infrastruktur dengan bobot (0,385), pendanaan berkelanjutan (0,314), dan penguatan kelembagaan dan SDM (0,301). Strategi pengembangan yaitu penerapan pintu air katup otomatis berbahan fiberglass, dukungan teknologi berbasis Android dan media sosial, keterlibatan petani, serta dukungan pendanaan berkelanjutan.   Kata kunci: AHP, Prioritas, Kriteria, Daerah Irigasi Rawa Punggur Selat Kering     Abstract   The Punggur Selat Kering lowland Irrigation Area in Kubu Raya Regency, particularly the Bemban River and Parit Leban areas, requires development to improve the performance of the irrigation system. This study aims to identify the existing conditions of the peatland irrigation system, determine criteria and alternatives along with their weights, and establish priorities for strategies regarding the tidal lowland irrigation system. The methods employed include qualitative descriptive analysis and the Analytical Hierarchy Process (AHP) through observations, interviews, and questionnaires administered to stakeholders and farmers. The results show that the highest criterion weight is water availability with a weight of (0.266), followed by human resources (0.242), irrigation infrastructure (0.236), irrigation management system (0.153), and irrigation management institutions (0.102), with a consistency ratio (CR) of 0.012. The top-priority alternative is infrastructure rehabilitation, with a weight of (0.385), followed by sustainable funding (0.314), and institutional and human resource strengthening (0.301). The development strategy includes the installation of automatic fiberglass sluice gates, the use of Android-based technology and social media, farmer engagement, and sustainable funding support.   Keywords: AHP, Priority, Criteria, Punggur Selat Kering Lowland Irrigation Area
